The Communication Service Unit (CSU)is located in the office of the
Secretary. The CSU performs the strategic function of ensuring that all
activities and programmes of the KZN Legislature are effectively
communicated to the public and all relevant stakeholders.
The unit uses publication and various forms of graphic media
(brochures, flyers, posters and the newspapers inserts) to enhance the KZN
legislature.
Unit is also responsible for enhancing the image of the legislature by
building and maintaining good relationship with the media.

and Communication Technology |

The past five years
have seen a substantial growth to information and communication technology
(ICT) within the KZN. The strategy around ICT, through various initiatives
such as strategic, operational and master systems plans have firmly
established the solid foundation needed to ensure that ITC continues to
flourish in the legislative environment. Fundamental to this has been the
awareness that systems and technology must continue to be used to enhance
and streamline all business processes and operation of the KZN
Legislature. |

Transformation |

This Unit manages
intervention on Gender, Disabilities and Hiv/Aids related matters. Gender
Officer must ensure that both male and female staff members participate as
equal partners in creating a just and non-discriminatory society not only
at this particular time in our country’s history but also for the sake
of generations still to come. One of the unit’s objectives is to instil
transformation processes in order to guarantee that development policies,
procedures and practices serve to ensure equal rights and opportunities
for men and women in all sectors of the KZN Legislature. |

Performance |

The role of this Unit is
inter alia, to ensure effective service delivery, institutional
development, the setting up of institutional targets and the provision of
vision, strategy, control, monitoring and evaluation. In a nutshell the
unit provides the office of the Secretary with necessary competence to
research, develop and implement a corporate strategy. Ensure
accountability and responsible reporting. |

The purpose of the
office of the COO is to oversee the provision of the legislative and
related services to members and the public, this also includes all on site
programme and initiative of the KZN. All the core components of the KZN
Legislature reside within the division. |

Facilitation |
|
|
The programmes facilitation unit (PFU) has two main purposes, namely:
- To facilitate all official functions of the legislature regardless
of whether they are scheduled or unscheduled in the annual calendar
- To oversee services provided by service provider/event co-ordinators.
It is the responsibility of the P F U to ensure that all functions or
events of the legislature take place in time of and that events
co-ordinates and/or service providers deliver services accordance with
contracts that had been agreed on.

The PPP unit (PPPU) was established to comply with the constitutional
imperative that a provincial legislature must facilitate public
involvement in all legislative and other processes. The framework which
governs the PPU draws from:
- The constitution of the Republic of S A, in a particular section
118, section 17 and section 11s (d)
- The Kwazulu-Natal petitions Act No 4of 2003
- The standing rules of the KZN legislature.

The research and library
services unit of the KwaZulu-Natal legislature was founded in 1997.
Initially it consisted of three permanent researchers and two researchers
contracted to the KZN legislature, but paid for by the European Union’s
legislature support programmes the research unit prides itself on helping
members to exercise overseeing and giving them the knowledge necessary to
allow them to fulfil their function, which is to ensure delivery to all
citizens of KwaZulu-Natal, as well as improve the lives of all people who
live in this province,. The research unit introduced the idea of
administering questionnaires to all the people who attend programmes such
as multi-party oversight legislation, as well as the idea of using
statistical programme for social science (SPSS) in the analysis of data. |

| Legislative
Operations (Proceeding) |

The Directorate deals with
all administrative and operational issues relating to Sittings of the KZN
Legislature, whether they are formal sitting in the Chamber, off-site
Sittings (Sittings not inside the precincts of the Legislature) such as
Taking Parliament To the People, or Sittings of the Sectorial Parliament
(i.e. Workers Parliament, Youth Parliament and Womens Parliament). With
regards to the latter, this Directorate provides training to delegates and
ensure that they are familiar with the Standing Rules and Proceedings of
the House. |

| Office of the
Chief Whip |

The office of the Chief Whip
is an Administrative Unit which was established to lend administrative
support to Political office bearers i.e. the Chief Whip of the
Legislature, as well as Whips from the other political parties represented
in the KZN Legislature, and to provide link between the Executive Council
and the KZN Legislature through the office of the Leader of Government
Business. Whips of the Legislature are represented in a body known as
Whips Forum which was established in terms of Standing Rules 166 of the
KZN Legislature. |

Hansard is the official report of all Proceedings which takes place inside the
Parliament or Legislative Chamber. Its origin date back to the 18th Century
when transcripts of debates in the British Parliament began to appear in print.
The name "hansard" derived from the family name of Luke Hansard and
his son Thomas Curson Hansard who were the Government printers in the sevirce of
the British Parliament. The Hansard and Language services Unit’s primarily
function is to report the proceedings of the House. Every Sitting of the House
is recorded and Member’s speeches, interjections, points of order, as well as
announcement and/or rulings by the Presiding officer are transcribed, edited and
published. |

| Constitutional
and Legislative Legal services |

In terms of the organogram of
the KZN Legislature, legal services falls under the Chief Directorate:
Legislation and Oversight. The core functions of the unit are:
- To provide legal advice and support service to the office of the
Speaker, office of the Secretary, office bearers and all Committees of
the Legislature (including management, Porfolio and Standing
Committees) and other Units within the Legislature.
- To render legislative draft services, primarily to Committees. The
purpose of the Unit is to support and enable the Legislature and its
component to comply with their Constitutional and other legal
obligations, more particularly to maintain oversight over the exercise
of the Provincial Executive Authority, to hold the Executive Council
accountable to it and to exercise its Legislative Authority
(law-making).

The often see Members of the
Provincial Legislature at Sittings and assume that it all they do. Few
people know that Committees are at the core of the functioning of the KZN
Legislature. What most people do not know is that by the Members of the
Provincial Legislature (MPL’s) debate a topic in the Chamber most of the
arguments, discussions and decisions around that topic would already have
taken place during Committee meetings. Committees are often called the
"engine room " of National Parliament and Provincial
Legislatures, because they are the structures in which the bulk of
parliamentary business is taken care of. |

Chief Financial Officer (CFO) |

The CFO is in charge of
corporate services which cover the following components:
- Financial management (headed by the finance manager for budgeting
accounts and expenditure)
- Supply Chain Management (headed by the supply chain manager)
- Security Services (headed by the Security Manager)
- Risk Management (headed by the Risk Manager)
The CFO plays as important role in the running of the Legislature
because all activities are undertaken on his recommendation, provided
funds are available to meet financial commitments.

Management |

The Risk Management Unit
forms part of Corporate Services and reports to the Office of the Chief
Operations Officer. The Risk Management Unit was established to perform
the following functions:
- To assist in the accomplishment of strategic and operational
objectives of the Legislature by facilitating early identification and
managing of potential risks which, if they materialise, would hinder
the achievement of the stated strategic objective and,
- To perform internal control function aimed at providing reasonable
assurance regarding the economy, efficiency and effectiveness of
operations, internal financial control, as well compliance with
appliance laws and regulations.
Annual risk assessment workshops are facilitated during which Unit
managers and other representatives are required to identify risks that
pertain to their respective Units. The Risk Management ensures actually
implemented by having follow-up meetings with the risks owners (officials
responsible for addressing the particular risk).

Resource |

The functions of the Human
Resource Unit, as with all other functional areas within organisations,
have evolved and will continue to do so as organisational environmental
conditions advance at a rapid pace. Historically, the human resource
function has always been understood to be an administrative one, dealing
mainly with transactional issues such as salaries, employee’s leave,
staff absenteeism, and so on, but its evolution has reacted a point where
the provision of other HR services to Members and Staff in the context of
the KwaZulu Natal Legislature is now better understood. Whilst there has
been a paradigm shift from its historical view, being one that was mainly
concerned with transactional matters only, the minimalist view which
continues to define the role of the human resources function within the
Legislature remains a challenge. It is in this context, of going forward
in preparation of the upcoming term of the Fourth KZN Legislature, that a
maximalist view of the HR function must be presented, because it is only
on the basis of this view that the potential role of HR can be leveraged
and fully exploited to benefit the institution in its future undertakings. |
