Section 118(1) of the Constitution makes provision for public access to and involvement in Provincial Legislatures. It requires that Provincial Legislatures facilitate public involvement in the legislative and other processes of the Legislature and their Committees. It also requires that Legislatures conduct their business in an open manner; and hold their sittings and those of their Committees in public.
Democratic government in an open society involves a dialogue between government and its citizens. This is essential in establishing an accountable government that addresses the needs of its citizens.
As a custodian of democracy, the KwaZulu-Natal Legislature is committed to:
- actively respond to the need t inform, educate and involve all communities of the province in its policy, legislative processes and general good governance, so that the government of KwaZulu-Natal remains accountable to its people;
- take the Legislature closer to the people, thereby enabling the public to make a meaningful contribution towards the governance of the province;
- reach out to all communities in the province, educating them about their elected representatives and promoting the principle of accountable and open government;
- inform the public about processes and developments within the Legislature and ways in which they can access and participate in these; and
- increase the effectiveness and efficiency of existing public participation mechanisms within the Legislature, such as public hearings and submissions procedures.
