ADDITIONAL RESOLUTION OF THE PUBLIC ACCOUNTS STANDING COMMITTEE TO BE TABLED WITH THE REPORT TO THE LEGISLATURE ON TUESDAY, 30 NOVEMBER 2004
Resolution 104/2004 – Unauthorised expenditure in the 2003/2004 financial year
Noting: That the Accounting Officer of the Provincial Treasury has confirmed that the net financial position of the province as at 31 March 2004, after taking into account all the surpluses and deficits in the various departments, shows that the province is able to absorb the unauthorized expenditure incurred during the 2003/2004 financial year;
The House resolves:
That the committee, having heard and considered evidence and having determined that the unauthorized expenditure incurred by the departments during the 2003/2004 financial year is unauthorized, recommends that the amounts detailed below be authorized by the Provincial Legislature:
DEPARTMENT AMOUNT REASON FOR UNAUTHORISED EXPENDITURE Education R102, 408, 360.73 Over-expenditure on Programme 1, Administration and Programme 2, Public Ordinary School Education. Health R2, 333, 447.19 Over-expenditure on Programmes 2, District Health Services and Programme 4, Provincial Hospital Services. Housing R5, 581, 260.29 Over-expenditure on Programme 1, Management Services and Programme 2, Corporate Services. Housing Fund R8, 317, 506.00 Over-expenditure on programme. Transport R4, 689, 476. 57 Over-expenditure on Programme 3: Road Traffic and Programme 4: Public Transport as well as writing off of losses without incurring savings to fund the write off. Social Welfare R693, 095, 259.07 Over-expenditure on social assistance grants. TOTAL R816, 425, 309.85
