Taking cognisance of the provision of the Black Empowerment Act, the Standing Committee on Public Accounts recommends that a database be kept o firms and individuals who have been convicted of fraudulent and corrupt practices, or are guilty of consistent poor service in regard to state and state related contracts, and that a note be taken of such involvement when considering the allotment of contracts.
